FIRST PART

General Regulations

Aim

Article 1 - The purpose of this Regulation; It regulates the procedures and principles regarding the aims, activities, management bodies, duties and working style of Akdeniz University Center for Communication Research and Application, which was established under the Rectorate of Akdeniz University.

Scope

Article 2 - This Regulation covers the provisions regarding the activities of Akdeniz University Center for Communication Research and Application, its management bodies, the duties of the management bodies and the way they work.

Scope

Article 3 - This Regulation has been prepared based on subparagraph (2) of clause (d) of the first paragraph of Article 7 of the Higher Education Law No. 2547 and Article 14.

Definitions

Article 4 - In this Regulation;

University: Akdeniz University,

Rector: Rector of Akdeniz University,

Center: Akdeniz University Center for Communication Research and Application (AKİLAUM),

Center Director: Director of Akdeniz University Center for Communication Research and Application,

Central Board of Directors: Akdeniz University Center for Communication Research and Application Board of Directors,

Central Advisory Board: Akdeniz University Center for Communication Research and Application Advisory Board,

SECOND PART

Purpose, Field of Activity, Management Bodies and Duties of the Center.

Purpose of the Center

Article 5 - The main purpose of the center; To carry out scientific research, education, production, application and publication activities in the theoretical, technical and legal fields of communication and to cooperate with national and international institutions and organizations operating in these fields.

Activity Area

Article 6 - The Center carries out the following activities in line with its objectives:

a) To exchange information in cooperation with public and private institutions and organizations; To conduct examinations and research based on scientific approach and methodologies on needed subjects, and to prepare scientific opinions, projects, reports and similar issues.

b) Engaging in written, visual and audio broadcasting activities and planning, executing and providing consultancy on multi-purpose communication campaigns.

c) To organize courses, seminars, conferences, congresses, symposiums and carry out similar activities at national and international level.

d) To carry out other duties and studies in accordance with the purpose of the establishment, as assigned by the authorized boards of the University and the Center.

e) To create a documentation center and library to provide all kinds of academic opportunities to academics and researchers who want to conduct research in the field of communication.

f) To share the research results for the public interest.

g) To carry out application consultancy in the fields of radio, newspaper, TV and Internet broadcasting, to evaluate broadcast quality and to help shape broadcast policies.

h) To carry out training for organizations in various sectors, especially for the purpose of improving their communication skills.

i) To cooperate with non-governmental organizations operating in the field of communication and to carry out joint studies.

Governing Bodies of the Center

Article 7 - The Center consists of the following organs:

a) Center - Manager,

b) Center - Executive Board,

c) Center - Advisory Board.

Article 8 - Center Director; He/she is appointed by the Rector for a period of two years from among full-time faculty members who have conducted research and published on subjects within the scope of the Center's field of study at the University. The Center Director whose term has expired may be reappointed. The Center Director may appoint one of the members of the Center Board of Directors as assistant center director to assist him. When the Center Manager is not on duty, the deputy director acts as his deputy. If the Center Manager cannot be on duty for more than six months without interruption, a new Center Manager is appointed.

Duties, powers and responsibilities of the center manager

Article 9 - The duties, powers and responsibilities of the Center Director are as follows:

a) To represent the center and preside over the Central Executive Board.

b) To implement the decisions of the Central Board of Directors within the framework of this Regulation.

c) To carry out the administrative affairs of the Center, to determine the distribution of duties among the members of the Central Board of Directors, to ensure the necessary coordination and control, and to carry out correspondence.

d) To submit the annual activity report prepared by the Central Board of Directors to the Rectorate.

Center Board

Article 10 - The Central Executive Board consists of five people, including the Center Director. Other members other than the Center Director; They are appointed by the Rector for a period of two years from among twice as many faculty member candidates recommended by the Center Director, who have worked full-time and have worked in the center's fields of activity. Members whose terms have expired may be reassigned. Those who leave before the end of their term or those who are assigned outside the University for more than six months are replaced by new ones to fill out the term. The Center Board of Directors normally meets at least once a month, and when necessary, upon the call of the Center Director and by providing an absolute majority. Decisions are taken by majority vote of those attending the Board.

Duties, powers and responsibilities of the central board of directors

Article 11 - The duties, powers and responsibilities of the central board of directors are as follows:

a) To prepare and carry out the work program of the center,

b) To prepare the annual activity report of the center,

c) To select the faculty members to be assigned to the scientific working groups to be established within the Center and to submit them to the Rectorate for their assignment,

d) Evaluating research and application projects, course and similar training proposals with the contributions of scientific study boards, and determining the persons, organizations and University units to be assigned,

e) To appoint the members of the Advisory Board,

f) To determine the principles of cooperation with national and international institutions and organizations outside the university, to prepare draft protocols and submit them to the Rectorate.

Center - Advisory Board

Article 12 - Central Advisory Board; It consists of members to be appointed by the Center Board of Directors, among Akdeniz University faculty members who work or want to work on subjects covering the fields of activity of the Center, and people recommended by public, private sector and non-governmental organizations operating in the Mediterranean Region. The number of members of the Central Advisory Board is determined by the Central Executive Board, not less than ten people. The number of members consisting of Akdeniz University faculty members cannot be less than half of the total number of members. The term of office of the members of the Central Advisory Board is two years. In place of members who leave before the end of their term, new members are appointed using the same method to fill the remaining term. Members whose term has expired may be reappointed. Membership of a member who does not attend the Central Advisory Board meetings three times without an excuse will be terminated.

Duties and responsibilities of the central advisory board

Article 13 - The Central Advisory Board meets at least once a year upon the call of the Center Director. It evaluates the activities related to the Center, makes various project suggestions in line with the aims of the Center, creates ideas for the realization of these projects and helps develop relations with relevant people and organizations. It can create sub-commissions related to its fields of activity and recommend members to serve in these commissions. The recommendation decisions of the Central Advisory Board are taken by the majority vote of those attending the meeting.

THIRD PART

Miscellaneous and Final Provisions

Staff Need

Article 14 - The academic, technical and administrative personnel needs of the Center are met by the personnel appointed by the Rector in accordance with Article 13 of the Higher Education Law No. 2547.

Fixed Asset Allocation

Article 15 - All kinds of tools, equipment and fixtures purchased by the Center for the works carried out within the scope of the Center's field of activity are allocated for the use of the Center.

Force

Article 16 - This Regulation shall enter into force on the date of its publication.

Executive

Article 17 - The provisions of this Regulation shall be enforced by the Rector of Akdeniz University.
